First one should be Desktop Flow Machine Owner role, using the principle of least privilege. From: https://learn.microsoft.com/en-us/power-automate/desktop-flows/manage-machines "Users need either an Environment Maker or Desktop Flow Machine Owner role to register machines. Before registering a machine, make sure that you have the required permissions and that there is an available environment to register the new machine."
