Correct. If there is no status reason that is under the Active status, than you cannot reactivate the case, By adding to the transition options of that status reason a status reason that is under the Active status, you enable the option of reactivating the case

considering that it doesnt mention what the 'issue' is with the current status reason, you could assume that the current reason doesn't exist in the 'active' status reason transition list, so adding it in would resolve the issue
