A mailbox at Contoso is deleted because the Azure Active Directory (Azure AD) user account associated with the mailbox is soft-deleted from Azure AD. A mailbox at Fabrikam is soft-deleted in Exchange Online and the Azure AD user account associated with the mailbox is hard-deleted from Azure AD.
You need to restore the mailboxes for each company. If possible, you must associate the restored mailbox with the original Azure AD user account.

Correct. You can still run Undo-SoftDeletedMailbox for the Contoso MB since the AAD account is only soft deleted. The Fabrikam mailbox will require a new mailbox and content restored via the New-MailboxRestoreRequest cmdlet.

Use the Undo-SoftDeletedMailbox cmdlet to recover a mailbox that has been deleted. When a mailbox is deleted with the Remove-Mailbox or Disable-Mailbox cmdlet, it's not actually deleted. It's hidden in Exchange and moved in Active Directory to the organizational unit (OU) Soft Deleted Objects. This enables administrators to recover deleted mailboxes for up to 30 days after deletion.
