Correct answer in order: B. Use the Share feature in the Power Apps designer. A. Send the application's Web URL to other team members by email. From https://learn.microsoft.com/en-us/power-apps/maker/model-driven-apps/share-model-driven-app --- "Unlike sharing canvas apps, sharing model-driven apps doesn't currently send an email with a link to the app." That's why after you share the app, you have to then send the email with the URL. Option C is incorrect because AppSource is Microsoft's public store for apps available to millions of users. This question says you only want to share to members in your department.

(A) is not the complete solution. Each option should provide the complete solution as given in the questions. AppSource can be used to share the model driven app to wide range of user may it be into another department users. Answer : B & C as these are complete solutions

on that page exist this: "Unlike sharing canvas apps, sharing model-driven apps doesn't currently send an email with a link to the app", and then further explains how to get url, which is not web URL, and you cant share MDA via web url....i think the answer offered is correct, B and C

It doesn't make sense to be in C. It must be in share with right security role setup + share the link so that they can access the app.
