because i think microsoft prefers using a feature instead of - freestyle "try whatever comes to your mind" which is often necessary and works..;-)

hi - i tend to minimal too - i could not find significantly what minimal mode is doing with temp db i am not achieving with changing location. and change location is possible - see - move system databases..;-) https://docs.microsoft.com/en-us/sql/relational-databases/databases/move-system-databases?view=sql-server-ver15

If you have configuration problems that prevent the server from starting, you can start an instance of Microsoft SQL Server by using the minimal configuration startup option. This is the startup option -f. Starting an instance of SQL Server with minimal configuration automatically puts the server in single-user mode.

Answer A makes more sense TempDB is recreated on every startup So just configuring a new location should solve the issue

Yeah, you can't tell SQL Server to start up without the TempDB database, nor tell the server where TempDB is supposed to be stored, therefore minimal configuration mode is the correct answer.
