Why is the answer sn.exe? The question says, "you create an assembly that is signed.", and then asks about deploying it. It doesn't ask how to sign it. It says it needs to be available to all apps and limit the number of copies. Installing it in the GAC would make the most sense. I think the answer is gacutil.exe

Why? The assembly is already signed. The question deals with making the signed assembly available to all webapps.
