While you definitely can connect to any "read-only" secondary replica, it is not a load balanced solution, which was asked in the question. The Reporting System should connect to the listener via ApplicationIntent=ReadOnly. The Operations System should connect to the listener, instead of a hard-coded SQL Server.

But how you can HardCode CURRENT Primary server? CURRENT is done by connection via Listener without "Read-Only". Or I miss something?
