For shorter time usage, azure would be the best choice.

HA can be also database mirroring. So I think B is correct.

Highly available data for me means Synchronous Commit Always On. Standard does not contain AlwaysOn feature. SQL Azure could be a good choice. If you want On-Premise, then you need an Enterprise Edition.
