Answer is Admin 1 & Admin 2 - Anti Spam Exchange Admin do have permission to amend and set up Anti Spam policies. I have tested this in lab. And this link says they can https://learn.microsoft.com/en-us/microsoft-365/admin/add-users/about-exchange-online-admin-role?view=o365-worldwide "Here are some of the key tasks users can do when they are assigned to the Exchange Administrator role: Email anti-spam protection and malware filters for the organization." Another Microsoft article just says "To add, modify, and delete outbound spam policies, you need to be a member of the Organization Management or Security Administrator role groups." https://learn.microsoft.com/en-us/microsoft-365/security/office-365-security/outbound-spam-policies-configure?view=o365-worldwide But in reality Exchange admins can. So for me Admin 1 & Admin 2 is the answer

I am seeing strange behavior a USer Admin apparently is able to modify the Anti-Spam policies. Tested it twice and this doesn't seem to make sense as the MS doc doesn't say anything about a User Admin being able to modify Anti-Spam Policies. If it does User 1,2 & 3 can modify /create the Anti-spam rules. Can someone please check and clarify?
