Because the objective is to decrease the logging during the bulk-logged import phase, only the import should be done during the import phase. So the answer should be Drop clustered and nonclustered indexes -> Backup and switch to bulk logged -> import -> Change to full recovery model and do a transactional backup -> recreate the dropped indexes.

At first glance it's easy to agree with you, but, well, the question was to minimize the logging during the bulk-shipping operation. Therefore, creating the indexes during the bulk-shipping operation would increase the logging.

would you not recreate the indexes before switching back to full recovery model so that they will be recreated as a minimally logged operation and reduce the chances of log growth?

It might be so, because as soon as you have data loaded you want to enable logging for any possible failures
