Sorry, not fully read the question. The correct answer is B. As the users to be added to the administrative unit are already present in AAD, therefore only users' SPNs are required. https://learn.microsoft.com/en-us/entra/identity/role-based-access-control/admin-units-members-add

Add one user principal name (UPN) in each row. Don't remove the first two rows of the template.
