Application administrator have the permissions to create, manage, and publish Azure AD applications. This includes the ability to publish applications using Azure AD Application Proxy. The Cloud Application Administrator role allows a user to perform the same functions as an Application Administrator, except that it doesn't grant access to Application Proxy settings.

The correct answer is B. App1 will be an on-prem hosted app. We know this because Azure AD App Proxy is built to answer requests on behalf of on-prem apps. You can also integrate Azure AD Application Proxy with Azure AD to support single sign-on and conditional access policies for your on-premises applications. In order to publish this app against the Proxy service you will need to be an APP ADMIN as the CLOUD APP ADMIN does not have any rights to manage on-prem apps.

Not Cloud Application Administrator. Cloud Application Administrator: Can create and manage all aspects of app registrations and enterprise apps except App Proxy.
