A single SBC in Calgary with two voice routes (VR1 and VR2). VR1 first priority to route calls to local SBC, VR2 lower priority to route calls to New York SBC.

You can deploy a single SBC since the priority is local PSTN egress, but with a need to maintain service availability in case of an SBC outage. In the event of a local SBC failure, the Calgary office can failover to use the SBCs in the New York office. This approach aligns with minimising the number of SBCs while ensuring service continuity.
