Each zone is made up of one or more datacenters equipped with independent power, cooling, and networking. To ensure resiliency, there's a minimum of three separate zones in all enabled regions. The physical separation of Availability Zones within a region protects applications and data from datacenter failures. Zone-redundant services replicate your applications and data across Availability Zones to protect from single-points-of-failure. With Availability

2 VM in each AZ. Does that mean there will be 4 VMs at any given moment? Will that be failOVer only or sharing load also? Some cloud company recommend 3 and 3.

Minimally, 1 VM in each AZ so in total 2 VM and 2 AZ. Refer to this YouTube tutorial: https://www.youtube.com/watch?v=5NMcM4zJPM4 Go to 9:37 , there is a diagram that shows how 99.99% is achieved.

For all Virtual Machines that have two or more instances deployed across two or more Availability Zones in the same Azure region, we guarantee you will have Virtual Machine Connectivity to at least one instance at least 99.99% of the time.
