I retract my previous comment. Since Sync-MailPublicFolders isn't really a cmdlet, D must be incorrect (even though, given the configuration, it seems the most likely solution). The only other solution would be to modify the permissions. D. I think it should be Sync-MailPublicFolders (although it's a script and not a cmdlet). This synchronizes on-prem mail-enabled public folder objects to the cloud (where the sales users are). Without running this script, there would be no recipient object in Exchange Online for on-prem mail-enabled public folders, so Exchange Online wouldn't be able to route mail to them.
A little deceiving. The problem could have been a configuration issue that required running the Set-MailPublicFolder but not the case apparently. Use the GUI to assign permissions
