This question is poorly worded. Answer "B" (SPF record) is correct IF we're talking about outbound mail, i.e. "Users are reporting that mail they send is going to the Junk Folders of external recipients." But if we're talking about INCOMING mail, and EO users having incoming mail go to their own junk folders, then it's absolutely "C" ( Add a mail flow connector to allow emails from the SMTP relay device IP address. ). I literally just did this 3 days ago, see https://learn.microsoft.com/en-us/exchange/mail-flow-best-practices/how-to-set-up-a-multifunction-device-or-application-to-send-email-using-microsoft-365-or-office-365#option-3-configure-a-connector-to-send-mail-using-microsoft-365-or-office-365-smtp-relay for details. Not saying the answer here is "C", I'm saying that, with the transcription we got of this question, it's impossible to tell whether outbound or inbound mail is under discussion. So watch for clues when you take the exam!

I would guess B is the desired answer here. Presuming that the domain does require TXT adjustment since example DNS records are not specified. Message is still received so the connector must already be present. Doubt it counts but the real contoso.com does not appear to have any SPF at all ;) > We recommend adding an SPF record to avoid having messages flagged as spam. > Skipping this step can cause email to be sent to recipient Junk Email folders." https://learn.microsoft.com/en-us/exchange/mail-flow-best-practices/how-to-set-up-a-multifunction-device-or-application-to-send-email-using-microsoft-365-or-office-365#settings-for-microsoft-365-or-office-365-smtp-relay
