Believe this should be 1,2,3 for the first question. All three groups are cloud based and are assigned. The fact 2 doesn't have security enabled is irrelevant, you can still add an AAD user to it.

Why we cannot add a cloud user to dynamic security group? we can do it creating a dynamic membership rule to add users using "add expression"

Upss, there is not possible answer "Group1, 2, 3 4" in the box, therefore Group1, 2, 3 is OK

For the second part the logic is that you can add a group to a non dynamic security group but not an M365 group?

That is correct, when trying to add a security group to an O365 group, it will not show up if you search for it
