correct answer should be D. due to Basic plan only cannot create Technical support, others are OK.

No, correct answer is C, you can open a Technical support only with Premier, Professional Direct, Standard, and Developer , read https://azure.microsoft.com/en-us/support/plans/

No. According to your link: you can create support request in each plan, including basic. The difference is that in basic plan you can't get 24/7 access to technical support by email and phone AFTER A SUPPORT REQUEST IS SUBMITTED. So that means you can submit support request, but will not receive 24/7 contact with technical support. Also in this page mentioned that all plans include "Ability to submit as many support tickets as you need"

This is a bit tricky.. The question is asking about Support Requests and not Technical Support or Who can open cases. And the support plans article says the below Scope Available to all Microsoft Azure accounts. That is including Basic. So answer could be all but not sure of what they are actually asking..

It should be available to all support plans... https://azure.microsoft.com/en-us/support/create-ticket/ Billing and subscription management support is available to all Azure customers. If you have an Azure support plan or need help with billing or subscription management, sign in to create and manage support requests.

Support for billing is available. But a support case cannot be opened by Basic plan customers

In my opnion Answer would be C. My understanding with this question is, submitting a support ticket request is different then "open a new support request" as asked in question, (i.e Technical support) and I think opening a support would be for Technical purpose or for who is able to open a case. As mentioned on the link, provided in the answer, the ability to submit as many support request ticket is included in Basic subscription and others too. However, in Azure portal Help+support blade -> features Technical support and Who can open cases, doesn't exist in Basic subscription.

Correct answer should be D, you can create a new support request for all support plan, but you donot have 24/7 access to technical support by email and phone for only BASIC Plan, the question is for SUPPORT REQUEST, so D should be the correct answer.

Answer is D => in Basic you "Ability to submit as many support tickets as you need" => copy/pasted from https://azure.microsoft.com/en-us/support/plans/ Rest of the plans deliver even more support, except for free. Think a "support case" is similar then a "support ticket"
