I've checked in my tenant, you are correct, answer is B.
Create a policy, profile type Template > Device restrictions. Navigate to General > Delay default visibility of software updates > set delay (1-90 days).
No option in Update policies for iOS/iPadOS for delay, closest things there is to prevent updates if its not a given day of the week, or selecting a static iOS version.
