There is no indicator that user 4 is an admin. So, how can he access the Admin center? Teams client is here the correct one

Answer is correct. User4 does not have admin rights and can't access the TAC. The Option to archive a team is almost hidden in the Teams Client. Open the Teams list. Klick on the 3 dots on the top next to "Teams" and select "manage teams". Now you can see your Teams List on the right side. Choose a team where you're owner at and select the 3 dots on the right. You have the option "archive team".

through this method you can only archive a channel not the whole team and in the question Projec1 is a team not a channel.

Also, second part should be "Teams Client" as the Owner could do it from there and wouldn't have access to TAC
