I agree with Paullocostta. Since the problem statement says "DC1 has failed and cannot be repaired", FSMO must be forced instead of forwarded (with the "-Force" option). https://docs.microsoft.com/en-us/powershell/module/addsadministration/move-addirectoryserveroperationmasterrole?view=win10-ps
