The correct answer is B, but the stated reason is wrong. Device Registration requires 2012 R2 schema, but this has already been done by adding at least one domain controller with a Windows Server 2012 R2 OS. The focus here should be on the "new AD FS deployment on Windows Server 2016" as per the following link "New installations of AD FS 2016 require the Active Directory 2016 schema": https://docs.microsoft.com/en-us/windows-server/identity/ad-fs/overview/ad-fs-requirements#BKMK_4 So raising the domain functional level to 2012 R2 will not update the schema to the 2016 schema version.

2016 schema is required for ADFS, 2012R2 schema is required for Device Registration. So a 2012R2 schema is not high enough. Answer is no.

This should be A. Adding a new DC of a higher OS does not auto upgrade the functional level. FSMO Role transfers and function level updates do not happen automatically, for good reason. The only way to upgrade function level is to manually and explicitly update it which is what the answer here does so A.

B is ok ADFS 2016 needs upgrade of AD Schema via adprep. In-place upgrade of existing DC to WS16, need to run adprep manually. Promoting WS16 server to DC, do not need to run adprep manually - run during upgrade process. https://docs.microsoft.com/en-us/windows-server/identity/ad-ds/deploy/upgrade-domain-controllers
