Answer: Rule 1 tip only for both. It's possible for content to match several rules in a DLP policy, but only the policy tip from the most restrictive, highest-priority rule will be shown. For example, a policy tip from a rule that blocks access to content will be shown over a policy tip from a rule that simply sends a notification. This prevents people from seeing a cascade of policy tips. https://learn.microsoft.com/en-us/microsoft-365/compliance/use-notifications-and-policy-tips?view=o365-worldwide

From what you're saying, "For example, a policy tip from a rule that blocks access to content will be shown over a policy tip from a rule that simply sends a notification." Rule tip 2/3 block access therefore, it should show one of those instead of Rule Tip 1 which allow access. Now, is it more restrictive to "allow override" or not. I think that "disable override" is more restrictive then It should be rule tip 2. I would answer File 1 = Rule Tip 2 (Block access with no override) File 2 = Rule Tip 4 (Block access with no override)

LeGluten's reply to hufflepuff is correct based on the Microsoft documentation hufflepuff provided... File1.docx: Rule 2 tip only *Strictest and blocks rule overrides) File2.docx: Rule 4 only (Rule 4 is more restrictive than Rule 3 because Rule4 restricts access to content and disables user overrides) *Only one tip is shown for both files because..
