A is correct "Threshold alerts are written to DBA_OUTSTANDING_ALERTS. Nonthreshold alerts are written only to DBA_ALERT_HISTORY. Entries from DBA_OUTSTANDING_ALERTS are cleared when the alert condition is cleared."

yeah. i also think A is correct because db_recovery_file_dest_size alert will still be there even after the instance restart.
