There is no write verb so A is not the option. Policies only allow access and they cannot deny it. Instead there's an implicit deny, which means by default so D is not the option. B & C are the remaining 2 options that makes sense

A, is wrong , you cannot use the write as a verb , the only options available for verb are : read, inspect,use and manage. the correct answer is B & C.
