I also agree on answer D and E. However answer A is also true because resource manager detects a session using exceeding CPU consumption (runaway quries, doc: https://docs.oracle.com/database/121/ADMIN/dbrm.htm#ADMIN-GUID). Answer B would apply to number of active sessions in a consumergroup before being queued, I believe.
