B - You are responsible for the DATA that you put inside OCI. There is no way to you be responsible for Hypervisors services.

Answer is more B than C. Because Oracle has a shared responsibility with you to ensure that the service is optimally configured and secured. This responsibility includes hypervisor security and the configuration of the permissions and network access controls required to ensure that hosts can communicate correctly and that devices are able to attach or mount the correct storage devices.

multi tenant - you are responsible for your data (top most layer) single tenant - you are responsible for your data + hypervisor etc (top + middleware) So data part for sure you have secure in either of the scenarios.
