Direct from OCI Guide. OBJECT STORAGE Object Storage is a storage architecture that allows you to store and manage data as objects. Data files can be of any type and up to 50 GB in size. Once you upload data to Object Storage can be accessed from anywhere. Use Object Storage when you want to store a very large amount of data that does not change very frequently. Some typical use cases for Object Storage include data backup, file sharing, and storing unstructured data like logs and sensor-generated data.

True, do note that Block Volume can only be accessed within Oracle and not even on prem. File Storage can be accessed within Oracle only(supports VCN peering). For on prem access, FastConnect or VPN setup is needed. And in addition to above statement regarding accessing object storage from anywhere(over HTTPS), Storge GW can be used to access Object storage from on prem(works over HTTPS Internet or VPN or FastConnect).

IT should be Object Storage as you can create objects like files, backups. You can create buckets under Stoarge and share the URL on the internet.

File Storage is physically located in every Oracle Cloud Infrastructure availability domain—you can access it from anywhere! To access it within a region, you need only to ensure that your security rules are correctly configured to allow NFS traffic. For more information. For on-premises connection to your file system, you also need FastConnect or a virtual private network (VPN).

Because File Storage can be access only using Oracle Cloud Infrastructure FastConnect OR Internet Protocol security (IPSec) virtual private network (VPN). ie FastConnect or VPN.
