A should be the right answer because the question asks: "...so that the application has minimal impact" The question is not abount zero downtime

Minimal would be ZERO. You can't get more minimal than ZERO. Sounds like ZDE is the answer. It's a shame that it's so $$$. It uses Active Data Guard, go figure.
