B is correct. Cross tenancy VCNs can be peered. https://docs.oracle.com/en-us/iaas/Content/Network/Tasks/localVCNpeering.htm

Only B is correct. C is not right - we can peer with any VCN outside tenancy as well

B and C both are true Two VCNs with non-overlapping CIDRs, in different regions that support remote peering. The VCNs must be in the same tenancy.

I agree, the correct answer is B. C is not correct, you can peer networks from different tenancies.

The VCNs can be in the same Oracle Cloud Infrastructure tenancy or different ones. Without peering, a given VCN would need an internet gateway and public IP addresses for the instances that need to communicate with another VCN. https://docs.cloud.oracle.com/en-us/iaas/Content/Network/Tasks/localVCNpeering.htm
