A and E are correct. B could have been correct if it had "A VCN can have multiple non-overlapping IPv4 CIDR blocks". Such options should not be given, playing with words.

7 dec. 2020 — Recently, we have added a brand new feature to our VCN functionalities. The new feature is related to enable multiple CIDR ranges for a given VCN.

Correct answer is A, B. Answer D is not correct, because you can create and user Public IP Pools, but you don't associate them to VCN, instead you can use them when you manage Compute instances
Answer is A D.
A is true by documentation.
https://docs.oracle.com/en-us/iaas/Content/Network/Tasks/managingVCNs_topic-Overview_of_VCNs_and_Subnets.htm#Overview)
B is true as well. Go create a new VCN, you'll see "add an other CIDR block option" as well.
The answer is A,D. A is true: "To delete a VCN, its subnets must contain no resources.". D is true: https://docs.oracle.com/en-us/iaas/Content/Network/Concepts/BYOIP.htm. B is not completely true, as the CIDR blocks must be non-overlapping ("VCN can have multiple non-overlapping CIDR blocks that you can change after you create the VCN."). C is evidently false. E is false (see B)
A and B , VCN can have multiple non-overlapping CIDR blocks that you can change after you create the VCN. To delete a VCN, its subnets must contain no resources. https://docs.oracle.com/en-us/iaas/Content/Network/Tasks/managingVCNs_topic-Overview_of_VCNs_and_Subnets.htm
A, B are correct. E is wrong because "A VCN covers a single, contiguous IPv4 CIDR block of your choice." is not true. A VCN consists of a contiguous range of IPv4 addresses (one OR MORE, not only one).
A) I know A is right per documentation: “To delete a VCN, its subnets must contain no resources”https://docs.oracle.com/en-us/iaas/Content/Network/Tasks/managingVCNs_topic-Overview_of_VCNs_and_Subnets.htm#Overview)
B) Is right as well (see ProvaT link)
But how about D? You can actually do that: https://docs.oracle.com/en-us/iaas/Content/Network/Concepts/BYOIP.htm
Hello gents, after doing a lab on this, I take back what I've said, the correct answer is A,B.
You can in fact associate multiple IP blocks to a single VCN.
Sorry.. At link: https://docs.oracle.com/en-us/iaas/Content/Network/Concepts/overview.htm you can read "A VCN resides in a single Oracle Cloud Infrastructure region and covers one or more CIDR blocks of your choice" that it's the answer B. No??
