can someone explain with option C that if all the control files are missing, then how the database has brought to mount state ?

no need to open at mount state just open at nomount state

Isn't it the other way around: the controlfile should be newer than the datafiles: $ oerr ora 1207 01207, 00000, "file is more recent than control file - old control file"
