dataplane and management plane are separate from each other, which would explain why management still works smoothly but due to a disk partition error the dataplane, which handles traffic, is jammed would explain the problems with end users.. not entirely sure though.. but as there was not mentioned on the question about an issue before the outtage I wouldnt see reason for A being the correct answer

A "Performance" and "Most end users complain of being unable to access the internet". can be explained by the fact that the maximum number of sessions is limited if the firewall is not licensed. other answers do not make sense.
