Export the existing template stack variables.
Select Panorama> Templates and select a template or template stack.
Select Variable CSV> Export.
Open the exported CSV. Edit the CSV file. Import the CSV file back to same place as the export and Commit.
NOTE: When you push a device group configuration with references to template or template stack variables, you must Edit Selections and Include Device and Network Templates.
Manage varaibles is where you create a new variable, or assign a default value. If you want to set a value for an individual device, you can do it in managed devices -> Summary (which is not an option), or by exporting, modifying and importing a csv. So B is the most correct.

D 1000%. Just verified in my own Panorama. Go to Panorama > templates > manage (for each template).
You can also do it per device under Panorama > Managed Devices > Summary > Under "Variables"... but this isnt an option.

I agree with you that the question didn't say to edit a template variable at the template/template stack level, however, B is a kind of editing but it involves exporting the templates, but it is done under Panorama > Templates which goes against the question.
I think the correct answer is C because you can go there and do it per device, although to edit it you need to override, but I think it is C.
