Agreed. The page below says the official steps are 1.) Enable user-id. 2.) Configure a best practice URL Filtering profile. 3.) Create a decryption policy rule. Looks like the question considers D "Enable User Credential Detection" to be a minor part of step 2. Ambiguous question IMHO.
