B is the correct answer. Along with the other great comments, the team may actually have a misunderstanding on the scope and size of the item so having the team discuss and refine the item further will allow the different team members to understand aspects of the item which they did potentially not consider previously.

I am going with D. I agree that the team is self-organizing, but they can't decide on the scope of a feature; they need the PM to help them with scoping disagreements.

I hear you.. although when the PM "encourages" the team to collaborate, the PM can facilitate discussions that better help the team come to a consensus. I think B does make the most sense here.
