PM should do SWOT analysis for the member and assign the jobs which fit his strength and provide training to close the gap. I think the answer should be B which can raise the member's morality. C is the second step.

It would be best to address the root cause of the demotivation. Since it has already been identified as the feeling of lacking skills, the PM action should focus on that. The analysis can be considered already done during the discussion. C, provide learning opportunities, will address the underlying reason and help the team member grow in ability and in confidence to do more tasks. This will broaden the spectrum of tasks the team member will be motivated to do.
