It can't be Exit Criteria...Exit criteria are typically used by the entity producing the goods or services. They are the “tollgate” that determines if the project should continue or should be terminated before it wastes resources trying to do something that cannot be achieved. I choose Quality Checklist because Quality is a process of Verification and Validation.

Exit criteria come into the picture when the Close project or phase process kicks in. Prior to this, the PM needs to have the deliverables verified in the Control Quality process to secure the final acceptance from the client. The quality checklist includes the product acceptance criteria.

To add.. per Page 42 PMBOK 7th: "Project phases often have a phase gate review to check the desired outcomes or exit criteria for the phase have been achieved before proceeding to the next phase. Exit criteria may tie to acceptance criteria for deliverables, contractual obligations, meeting specific performance targets, or other tangible measures." Note: Phase gates are commonly used with predictive projects, so if the question mentioned it were using agile or iterative techniques then C may not be the right answer. However, the question doesn't state what kind of project it's using.
