Option B (Request information directly from the sourcing department team members) might be the most practical approach, especially if framed as a proposal to the department head to delegate the communication task to a team member. This respects the department head's time constraints while ensuring the project manager receives the needed information. It’s important to approach this diplomatically, ensuring that the department head is aware of and agrees with this method to avoid any potential conflicts or misunderstandings.
