I understand that A is the answer. However, why can't B be an answer? B. Create a budget burndown and a scope burnup and then verify that the project scope is completed before the allocated budget is depleted.

"The project manager would like to report the project's VALUE to the project sponsor and seek the next phase of funding closure. B. is wrong. To be able to report you need a system to measure. Which is A. C. is just plainly wrong cause you assume that sponsor just want to know about finances. D. Might be a good choice. Show him the site and the deliverable but behind the curtains, your cost is messed up and your schedule is about to be f*cked up. A. I would go with B. Why A? isn't it too late to think about EVM when the phase end is approaching? EVM should be used to help tracking from the beginning. The question is emphasizing on the need of a report.
