I respectfully believe that B is the correct approach. In order to address the situation presented in the problem: 1. It is necessary to record the current situation "add to the issue log" and understand it through "tracking". 2. By examining past cases "Lessons Learned", we can seek solutions. 3. "Hold a meeting with the client" is to resolve the issue. 4. If it is an internal issue, "conducting a meeting with the project team" is required. I consider all of these tasks to be the responsibilities of the project manager (PM), but I believe that starting with B is the most appropriate. I would appreciate hearing any other opinions.

Why not A? Maybe this is not first time the client paid late, some insight might be figured out after review lesson learned and before setup meeting with them.
