I would go with D as it helps to address the dependencies between the project. That's said, I am a bit hesitant due to the fact the Scrum of Scrums is normally used to manage multiple Scrum teams and not to manage multiple project that follow different methodologies like Agile and Waterfall.

I don't know what "Scrum of scrums" is but I would say it is something that belongs to the Scrum world, right? So it's about the Agile world. But since the project is hybrid, it means that there is a predictive part... so how does the predictive part align if you only do "scrum of scrums"? With this solution, at best Agile projects are aligned with each other but not with the predictive part...
