A project sponsor insists that the project scope for a new product launch should include two geographical locations. However, after the project scoping session was done, a project charter was completed and approved with one location only.

I am torn between A and B. It is a bit confusing. According to the PMBOK, you do not need to go for a CR until the scope baseline gets approved. From the question, it seems that we are still in the initiation phase with the charter being just approved. However, without analyzing the impact, how can the PM ask the sponsor to increase the budget & timeline
