Should focus on the question to answer. The question is the PM need to preparing for next step so I eleminate B,D. For A, PM should not escalet problem due to project dependency

'The high-level requirements of the project are known, but the priorities of some of the requirements are uncertain ' -> This means priorities can't be decided for the requirements and milestones have zero duration(estimation is invalid). -> PMO does not have job to estimate tasks for all projects. -> So, only option is B to wait for dependent project estimate.
