- the Portfolio Management Plan (5.1.3.2) is mostly about governance themes - it includes the Portfolio Performance Management Plan (6.1.3.1) which goes into resource management, however does not inform about the porfolio resources - v3 speaks of resource schedules (p95), which can only be interpreted as a portfolio process asset - these not being listed, you should point the stakeholder to the reports, which comply to the communication plans detailing what stakeholders should know

The question is too vague to answer it correctly. There multiple places to obtain resource information. Reports and management plans provide insight into resources. Performance mgt plan where the outcome of capacity and capability analysis are stored
