for peers saying A is right, as a PM you should know cost is tight ( no money) so A is a no no. for people saying B, this should be done far far from the preliminary steps so its NO. Option C looks right since Schedule is tight ( no extra day or week or months) so the PM can reduce some activities while creating WBS with available resournces. D is a no no, since the cost and schedule are tight so any change request will likely be rejected.

At the end I will go with D. 3 baselines are TIME, COST and SCOPE TIME and COST are Tight, accordingly the SCOPE must be alligned the the rest of baselines. Option B just will induce on big problems on the project execution.

Because the constraints are already know it makes sense to adjust the activities. It would not make sense to ask for more resources when there are none.
