Incentives can be other that money and the contingency time is all used up, meaning you don't have time to learn a new tool or technique.

I will go with option A. The team have the knowledge, the PM will just address the team on how to use techniques and tools to get susccess. Option D offer incentives just at the end of the project seems like ok 2 years in here with a big effort without incentives but right now when we are in a critical moment I will offer to you something.

Once the team will understand the PM strategic will see clear how can deliver on time and will leave the resistance.

So the answer D is assuming that there is enough money to give incentives, though the contingency time also is consumed. And for A, do they have so much time to learn and adopt to a new tool so late in the game? None of the answers seem to be really accurate.
