if a customer is delaying then why the customer needs to put Change request? either you as a project manager needs to submit Change request since it is impacting the project( which is not in the options) or you can inform the sponsor about the two weeks delay by the customer

Project handover is such an important part of all projects, that you have to explain to the sponsor the issue and plan accordingly. The question does not say that the project is ahead or behind schedule. Communication is a key in Project Management and talking with the sponsor and keep them abreast of the issue is important too. Thus it is important to do the handover correctly when the receiving manager is ready.

Every Change in the Project must be managed trough Change Request, in case the change impact on any of the baselines (Cost, Time or Scope) it must be managed trough the CCB Approval. At CCB it will involve all the important stakeholders and will open an analysis and discussion to address the issue. By other side, the purpose is to extend the project during 2 adittional weeks and not just the resources. According to above I will go with Option B.
