I feel it should be option A how come team can agree on Collocation if they are working since long.

C: If possible explore the opportunity. Not A. Becasue the differrent time is 12 hours. How do we can arrange regular meeting? eg: daily meeting team A at 9am, so team B at 9PM

It does not say meetings. It just says virtual communications. Also colocation can add unnecessary cost in this context. Therefore A is the best option here
