Cancel the project without examining and having results is unacceptable at first. First thing to do is analyze consequences. So option B, quantify the risks you are having to check overall project risks in order to have some data to be able to decide. Then, be transparent and conduct stakeholder meeting (Option D) should be the next thing to do. Lastly, you could either cancel the project or Monitor closely (options C and A).
